Add a make target to generate a diff

We should add a `make` target to generate a diff in pdf versus e.g. the last release.

We could look at e.g. Devicetree `latexdiff` `make` target: https://github.com/devicetree-org/devicetree-specification/blob/main/Makefile#L22
