Documentation update - No API documentation in handbook

The API page in the Arctos Handbook, offers no documentation whatsoever. Luckily Michelle Koo was able to point me to API documentation elsewhere:

The API page in the Handbook should at least cover the basics (like what you can use the API for) and point to those other pages at a minimum.
