autopkgtest intermittenly gets hung up during test bed preparation under Qubes OS

Unsure what the root cause is, but sometimes the initial attempt to full-upgrade the unshare tarball appears to get stuck, with `Ign:` messages being printed by apt. This is in a Debian 12 AppVM.
