Test – Revert to --force in build CircleCI step

Conjecture: the failure we're seeing in CI (but not locally?!) is
somehow related to how the dependencies are installed.

Expectation: Reverting to `--force` will result in the `build` step to
pass.

(Possible issue: Cached dependencies?)
