Describe the Bug with repro steps

1. Create a consumption logic app.
2. Open the designer.
3. Add an HTTP request trigger.
4. Add a compose action with sample text.
5. Without saving the workflow in designer view, switch to code view.
6. Observe that the Save button is enabled; attempt to save the workflow in code view without making any changes.

Actual: The workflow is not saved when clicking the Save button in code view unless a change is made. After making a change, saving works as expected.

Expected: The Save button in code view should save the workflow even if no changes have been made. Saving works as expected after a change is made.
