update found a solution after building entire tank and adding water sources after adding steam engine to tank it works

I've had this happen before
Whenever changing the size of an existing steam engine boiler, water stops being calculated correctly and shows 0mb per tick input even if you have active water pumps

Breaking and replacing the steam engine blocks (not the whole fluid tank etc, just the 'engine' generating su) seems to cause a re-calculation that fixes this

The issue exist, so don't close it. I seen others run into it, but had no real idea what is going on.
With the info, we can triage the problem and confirm where the bug is, and collaborators or members would able to open a PR for it.
