Expand admin privilages #29
Description
Admin privileges in the status quo allow a user only to view all students and statistics for all the messes. These need to be expanded to include (not limited to)
- Read-only access to all the rebates
- Make the activate/deactivate functionality read-only
- Giving various access to mess coordinators, mess managers, hall managers etc - this could be done by introducing a new tab (see https://github.com/DevCom-IITB/mess-i-api/issues/21)
