CI for testing dcw with different GMT versions

Description of the desired feature

I think it would be helpful to setup a GitHub actions workflow to test dcw. The latest dcw release is tested in the GMT CI, but that doesn't test compatibility with past GMT versions (6.1.1 - 6.2) or test leading-edge of dcw updates.
