Investigate usage of optional title for Drawer and other related components (Modal)

There's been separate design discussion around how we might treat...

• a Modal without a header
• a dismissible Card

and this title question with Drawer really speaks to the same questions, so a larger issue might be whether we should use an internal component to handle all of these items consistently?
