Add "Completed" toggle back to report finding page

Describe the bug
Before v6 ghostwriter the report findings page included a toggle for marking the finding as completed. You can still achieve the same by clicking the settings cog on the report page and selecting "Mark as Complete". But my team found that its a nice UX to be able todo it from either page

Unfortunately it's not possible for us to have something editable both inside and outside of the collaborative editor yet.

The way that that collaborative editing works is that it loads a model, converts it to a YJS doc, and occasionally saves by converting the YJS doc into the model and saving it to the DB. This means that if an edit is made to the database value while the document is loaded in the collab editor, the collab editor will save over the edited value with its own loaded value, canceling out the change.

At some point in the future, we ideally would be able to notify the collab server that a value has changed on the database and have it reload it, but we currently don't have that.

I'm leaving this open as an enhancement so others can easily find this issue if they have a similar question.
