create Ortto contacts only for users with email addresses

I was wondering if you could look at Ortto and see if there is something weird happening. 

It seems like there have been many blank contacts created in the past week and a half and we have now exceeded our contact limit. 

We should create new contacts or update existing contacts in Ortto only for users who have email addresses in their Giveth profile

for this user my email isn't verified

If user doesn't have a verified email, user shouldn't be updated/created in Ortto

So this user without verified email is shown in orrto because this user exist before this changes?

but new users shouldn't be created
