Upgrade to Ubuntu 24.04 (sysprog21#181)

The clang-format version 16 shipped with Ubuntu Linux 22.04, the latest
long-term support system, is known to indent existing C code in a way
compatible with that indented by clang-format version 14, meaning that
an upgrade in the CI pipeline can ensure compatibility of clang-format.
