Add PyPI Trusted Publishing support #68
Description
Add GitHub Actions PyPI Trusted Publishing support. Upload permissions are added via org / repository / workflow / environment instead of username / password.
WIP is in the pypi-trusted-publishing branch. Todo are additional documentation updates.
However, reusable workflows are not currently supported pr pypi/warehouse#11096
