Latest build wrong project initialization

Expected behavior

In latest build 2022.3.1 in Issues.IssuesService in CreateIssue method
there's creating Project with ShortName = projectId

Actual behavior

I don't get it, why is ShortName field populated with projectId value, am i buggin?
