Move some crypto custom configs to TF-PSA-Crypto

Suggested enhancement

Move the crypto custom configs that are not used in TLS context to TF-PSA-Crypto configs directory.

Configs to move:

• configs/crypto-config-symmetric-only.h
• configs/crypto-config-ccm-aes-sha256.h
• configs/ext/crypto_config_profile_medium.h together with the README.txt (to be adapted).

The git history of the files should be kept as when we move files to the framework (see Mbed-TLS/mbedtls-docs#145)

Justification

Mbed TLS needs this because of the repo split.
