Low muon tracking efficiency in forward region

Massimo reported a low tracking efficiency and poor momentum resolution for muons in the forward region.
This is related to low number of hits associated to the reconstructed tracks and needs debugging.

The configuration is the one in ProductionConfig/005. @casarsa , can you confirm this is the configuration you used?
