RPM packaging discrepancies #125

@BrianSipos

Description

@BrianSipos

The current RPM packing process, driven by CMake, does not conform to upstream expectations (for tools like COPR) and results in a few inconsistencies, especially around naming and source contents.

An external tool [Tito] is the best current practice for managing git-sourced RPM packages and should be used for future BSL releases. This will require some amount of change to the CMake configuration, but not to the BSL source itself.
