Usegroups not getting created on AEM 6.5 on premise

Hi All,
I have created _global-definitions.yml and other yml file to create user groups as sub module project.
after deploying this mvn build zip file into AEM local server, no groups are getting created. nothing in error logs and after package created.
Kindly validate and confirm.
