Hipchat plugin should be configurable to always send messages

We have a dedicated "work log" channel in Hipchat, and we'd like to see everything that's going on, even if the job's continue to pass. Right now, the plugin filters out notifications if the status doesn't change.

This also applies to GitHubStatus. Right now, GitHubStatus only posts the status of new builds. If you have n jobs in a jobset, and for a given evaluation only m builds occur (with m < n), then only m statuses get pushed. This means it's not possible to use GitHub's "mandatory status checks" feature, because n - m statuses will never get pushed.
