Clarify which github scopes are required for the GithubStatus plugin

It would be good to have some documentation saying which github scopes and authorizations are necessary for this plugin to work. A suggestion that the scopes or authorization may not be correct when getting a 404 response from github would be good too.

Yeah.

For private repos it has to have full repo access with read write permissions!

For public repos I don't think that write permissions are required.

for public repos, i have it working on a personal access token with only repo:status
