please consider allow install runtimes from local file

usb wifi dongle is overheating while download,make painfully slow downloading on my r36s,please consider allow install runtimes from local file on sd card

Hi,

We allow this, you can either use the full installer which comes with most of the runtimes. If you need to download them manually they will go into the PortMaster/libs folder. @WeirdCoding123 , instead of using Install.PortMaster.sh, just download Install.Full.PortMaster.sh which already contains all the libraries (except Weston which has not yet been included in the package).
