Does discover return extensions?

Does the discover extension only return resources or can it also return extensions? It would be useful to have it return extensions so that an author can package extensions in PSModules for secrets (SecretManagement)

Currently, the Microsoft.Windows.Appx/Discover extension only returns resource manifests:
