no mousehweel event on IE Edge with touch screen

in IE Edge on some devices (with touch screen I suppose) there is no onmousewheel nor onwheel event, so wheel-indicator doesn't work at all…

@gregmatys if problem is only with touchscreen, i suppose, you should listen touch (or pointer?) events for youself (wheel indicator isn’t about touch or scroll events).

it turns out that not only touchscreen devices… but it's hard to say why it sometimes does not work : | in my office only on IE Edge on one of five computers is not working… but our client claims it doesn't work at all on IE :)

@gregmatys our IE11 works fine. We need more info, e.g. stack trace or something else
