Modelling of residential/commercial PV

Currently in SWITCH residential & commercial PV are a type of candidate generation. This means the model can decide to build more or less residential PV depending on the value it provides. This might be better modelled as a fixed amount of BTM PV depending on different policy scenarios. Pedro, Sergio and I were looking into this a while back but we never got to it in the end.
