chore(ci): update socket-registry workflow SHAs to latest

Updates all workflow references to socket-registry from
e145a6b355d614054e4df3d49ba5218812f42b3e to
63ad52562c1f2d007a1833b2b22cffc3001e1cc2

This fixes the pnpm version mismatch issue where the setup action was
hardcoded to pnpm ^10.16.0 but package.json specifies [email protected].
