NOTE: temporally disable review on PRs

It is a good practice that at least two persons review the PRs of a third one, however right now in this project:

• we are not using master branch, only develop
• we are not doing versioning nor releases
• nobody is running this code in production yet
• there are not enough active developers/reviewers

Therefore, i would disable the need to review PRs until there are more reviewers.

As long as we review code when it's going into a branch meant for a release to be used in production, I'm fine with this.
