Expose a WiFi network upon startup

When the Raspberry Pi first boots up it will setup a WPA encrypted WiFi network with a default password. The SSID shall contain the string "OONI" and it will be a captive portal that redirects any connection on the local network to a setup wizard page (or the web GUI if it's already configured).

It looks like there's a PHP web app that passes commands back to a socket of a daemon called nakd that executes shell scripts to change configuration.

The scripts are at least good inspiration for what needs to happen. There's a fair amount of complexity in there, though.

I'm interested in taking on this feature to expose a WiFi network upon startup to facilitate a captive portal setup wizard. This is a great idea for improving first-time user experience.
My Approach:
Leverage Existing Tools: I will primarily rely on standard Linux tools available on Raspbian, such as hostapd (to create the WPA-encrypted access point) and dnsmasq (for DHCP and DNS spoofing to enable the captive portal).
Captive Portal Implementation: The captive portal aspect will involve setting up iptables rules to redirect all HTTP/HTTPS traffic to the local web GUI/setup wizard page before the device is configured for external network access.
Inspiration & Simplification: I'll use the netaidkit repository mentioned by @willscott as inspiration, but I will aim to create a lighter-weight, daemon-based solution specific to lepidopter's needs, avoiding a complex PHP application layer if a simpler Python or shell script approach is viable for configuration handling.
I plan to focus on making this reliable and secure (using WPA with a clear default password). I'll start by drafting the necessary configuration files and initial service scripts.
