Implement Logger class

Add CloudMux::Logger implementation in order to provide users a way of turning on/off logs, as well as setting various log levels (WARN, INFO, DEBUG, etc.)

Would also be nice if this controlled logging for data base actions as well (i.e. this log level controls Mongoid log level)
