Side menu does not show up, if right side of the editor is out of the viewport #2144

Describe the bug
If some of the right side of the editor is overflowing and not visible in the viewport, the side menu does not appear on hovering any part of the editor. There are no visible errors on the browser development console. Tested on Chrome and Safari, both have the same issue.
To Reproduce
Use a standard editor, and adjust its width or position so that some of the editor is out of view (amount depends on screen resolution based on my testing)
