nothing happens when you upload a "blank" JSON file #139
Description
For some reason, there is a nonfunctional JSON file in ArborCollections (containing just a comment), which led me to discover that if you try to upload such a thing, nothing happens - no new function is created, no error message. This is fine but maybe one of two things should happen: a blank function is created, which might be a bad idea - although I did pull that JSON file out of Arbor - or an error message is returned.
