Make new release with ndarray 0.16

Hello! Half a year ago I contributed to a PR updating ndarray to 0.16 (#546).

Now, half a year later linfa is still stuck on ndarray 0.15 due to this work not being released released as a new version on crates.io (rust-ml/linfa#371).

Is there anything we can do to contribute making a new release? Is the main branch kept in releasable state, or would there need to be some kind of curation of new features and fixes?
Are there any bigger features that would be worth waiting for and including in the new release?

I also urgently need a new version, when will the new version be released?

I can absolutely understand the frustration, and I agree that a new release is long overdue. I can't promise it, but I'll try to do a new release by the end of next week. Any support would be greatly appreciated, for instance by preparing a changelog as it has been done in the past, getting the CI pipeline to work again in case it is broken and by updating version numbers (if anyone has the time and motivation).

I really appreciate everyone's persistence on that matter as well as everyone's patience! :)

Unfortunately I wasn't able to finish doing a release this week, but thanks to @JosiahKane we've gotten a whole lot closer! As far as I can tell, whats still missing is writing a changelog and bumping the version numbers. Unless someone wants to prepare that, I'll do my best to finish it next weekend.
