Google Captcha non JS verification : Urgent and Priority #253

What steps will reproduce the problem?
1. Go to link :

2. Note that its non JS version of the CAPTCHA
3. Since Images are based on IP Address, keep trying till you get image with
two jumbled words with black & white background.
4. Image with Number and Image with one word clearly visible will work.
5. As soon as you start getting image with two jumbled words, it will stop.
What is the expected output? What do you see instead?
The CAPTCHA should still work.
What version of the product are you using? On what operating system?

Please provide any additional information below.
This non js version doesnt work only in case the image has two jumbled words
with white / black background. It works fine for image with number and one
jumbled word.
