Migration flags replacement?

Now that migrations are removed in v8, how are we supposed to set the migrations flag via deploy cli? In particular we are trying to set the legacy_mfa_phone_provider flag to false to utilize the new custom phone provider setup - https://manage.payx-nonprod.auth0.com/docs/customize/phone-messages/configure-phone-messaging-providers/configure-a-custom-phone-provider
