Why check cpu id in vplic_update_hart_line?

I am reading the bao code. And I noticed this function vplic_update_hart_line.

    if(pcntxt.hart_id == cpu()->id) {

It checks the cpu id here.

My question is:
What is the pcntxt and why check cpu id here?
