Show useful error message for 403 Forbidden #576
Description
When accessing a link that requires special permission (e.g. https://bmm.bcc.media/dashboards/fra-kaare/overview) the api returns a 403 Forbidden response. We should have an error page that explains that you don't have the permission to access this page instead of showing a cryptic error.
