MOA therapeutic associated germline mutations being loaded as pathogenic statements

Germline variants in MOA have an attribute field "pathogenic" which can be set to True even when the assertion is therapeutic and has information in the therapy_name and therapy_sensitivity/therapy_resistance fields.

We should modify the import code so that it does not overwrite a therapeutic relevance term due to the "pathogenic" field being True.
