To reproduce:

1. create a clean new A16, A15 or A14 emulator
2. install Update sync progress bar when pending in SAF #1445
3. setup nextcloud with test account
4. see the pending sync now

I did not need to enable any collections or run a sync. No tasks apps were ever installed. The pending bar just showed up right after adding the account. It does also show up for a google account.

This does not happen on a clean new A13 emulator.
