Clickable "jump to" links for headers with ids

You can already link to e.g. https://chimera-linux.org/docs/installation#risc-v-devices but there's no "user-friendly" way to do this, i.e. I have to inspect-element to get the element `id` and append it into the URL after an added `#`.

https://docs.voidlinux.org/installation/index.html for example just makes the whole headers links which could be done here as well.
