Add Parquet Shard Cache to Parquet Store Gateway

Follow up of https://github.com/cortexproject/cortex/issues/6991, we want to add the parquet shard cache to store gateway parquet mode so that it is able to optimize parquet file metadata fetching and memory utilization.
