Create "config" command

Create:

    csli config

This could use https://www.npmjs.com/package/inquirer or something if you want to get fancy and say, "which do you want to view: the global config, project config, both?"

Or we could worry about that later if that doesn't sound fun, and just have this print out the project-level config file and the global config file. Read more about that here #11
