Windows: ecal_generate_config.exe is built (and shipped) in debug mode

`ecal_generate_config.exe` is shipped as a debug-build in the Windows installer:

This causes executions to fail on machines that don't have the Visual Studio Debug DLLs available.
The issue exists in eCAL 6.0.0 and 6.0.1
