Ideally with at least two modes: one that applies only while you're logged out, like a kind of SASL requirement that can be triggered by topms, and one that applies always. Talking to opers and services should still be allowed.

Bonus points if we can manage some sort of services integration that optionally prevents NS REGISTER in addition to the above.
