Currently I'm experimenting with "better" VSTS integration of paket and fake in https://github.com/isaacabraham/vsts-fsharp, however there are quite some size restrictions. Therefore if I wan't to "bundle" fake and paket I think I need this change and add a undocumented feature to fake to call this method.
However, I have not decided if this is actually the best approach, other tools (nuget for example) download themself with a user specified version.
The PR itself is not too problematic I guess, it just moves some code around and adds an API similar to what FCS provides.
