Add cli11 to the list of general dependencies (#650)

* Add cli11 to the list of general dependencies

Starting in jetty the CLI depends on CLI11. I receently got a new Mac for personal use and decided to try following these instructions and ran into the issue that we need CLI11 for jetty and above.
