Processes fail to execute due to missing kwarg

Description
Various pygeoapi processes fail to execute because of an introduced kwarg in #1834

Steps to Reproduce
Run a pygeoapi plugin that does not have the output kwarg added.

Expected behavior
pygeoapi is able to handle and use the requested output arg
