Scroll bar is difficult to see

I was skimming the One Big Beautiful Bill Act this morning and was having difficulty navigating the text due to scroll bar visibility issues.

For example:

If you can't quite see, the red arrow points to the scroll bar knob which is super hard to see. This unfortunately makes the bill pretty hard to navigate.

I don't think I have any control over how the browser displays the scroll bar (do I?).

I haven't looked at the codebase, but you should almost certainly have control over the appearance of the UI. The README does say that this repo hosts the frontend code.

Wouldn't it depend on the type of machine you are on: desktop, mobile device etc.

There are different screen dimensions and in turn the scroll bar will factor into that. Sometimes you have to flip your screen or make the bill smaller. I have reviewed this bill on both desktop and mobile device and was able to see but had to move my screen at times to scroll text.
