metric: network latency

add a metric/field on storing the network latency (message received time - message timestamp)
this can be indexer specific (thus likely radio specific, allow observation for correlation between indexer message count, topic count, and latency. the average of latency allows for a quick glance of network latency, easier to monitor for spike/congestion in the network
