Recommended IntelliJ code style settings are out of date

I downloaded and imported the GoogleStyle code style settings xml, as recommended in Contributing.md. It doesn't seem like this project and its checkstyle are actually conforming to those style settings (which is fine, I like the prevailing gRPC style better!) A few things in particular keep coming up:

• Import order: GoogleStyle has static imports at the bottom, doesn't separate grpc imports. This is configured in Code Style > Java > Imports > Import Layout.
• Method argument wrapping: GoogleStyle has method call arguments and declaration parameters on the next line aligned to the opening paren. This is configured in Code Style > Java > Wrapping and Braces > Method declaration parameters > Align when multiline, as well as the same option under Method call arguments.

The import order problem should be fixed "upstream". I think @nmittler was working on that, but I don't know where it ended. Basically, the problem is that "io" has only "recently" become a common top-level domain for Java packages, and each top-level domain has to be added explicitly to the IntelliJ order (you can't just say "sorted").

For method argument wrapping, the style guide accepts both. Previously, we were about 50%/50%. But aligning with the open paren simply would get misaligned constantly as surrounding code was changed, and so I think people started changing their IDE settings. We could make note in CONTRIBUTING that we have found not aligning with the paren to be preferred, but we probably would still permit it.

I haven't done much on this as it keeps falling in priority. If you'd like to push for an update on the google codestyle for intellij, that would be awesome! :)

I was going to fix this up (and even got access to the styleguide repo), but then the import style changed and I there was a lot of confusion around different versions of IntelliJ.
