Add tests for running without vetted admin workflows #2710
Description
We fixed this in #2664 but then ended up vetting admin workflows again.
Should just be a matter of having a test that spins up one SV and one validator each without admin workflows vetted. Note that this need to be completely fresh nodes, just running with withNoVettedPackages does not cover all the issues you get from that since a state with an empty list of packages is different from no state.
