Run a script to update the version num in readme #243
Description
Our currently release process is manual and error-prone
- cut release in iotex-core
- Manually edit read me in a pr and merge it
instead we should have a script to run which reads the latest release versions and notes from https://github.com/iotexproject/iotex-core/releases and edit the readme to file a PR, minor manual editing is still allows.
